The Maltese House of Representatives passed the amendment to the Maltese Citizenship Act (Act XXI of 2025) on 23 July 2025, and the President assented to it on 24 July. In response to the judgment of the Court of Justice of the European Union, the amendment withdraws the investment-based citizenship programme and re-regulates naturalisation by merit.
The Maltese Government Gazette of 22 July 2025 carried Legal Notice 146 of 2025, which amends the regulations of the Malta Permanent Residence Programme (MPRP). A one-year temporary residence permit can be requested on submission of the application, the fees and the contribution were restructured, and agents are now licensed by the Residency Malta Agency.
On 16 July 2025 the Directorate-General for Migration Management of the Spanish Ministry of Inclusion, Social Security and Migration issued management guidance on the duration of residence permits under Law 14/2013. The document states that the permit of international teleworkers – digital nomads – may be issued for the period requested, up to three years.
Government Decree 88/2025. (IV. 24.) amended the implementing decree of the Act on the entry and residence of third-country nationals. The new income rule for the White Card entered into force on 15 July 2025: means of subsistence are deemed proven if the applicant's lawful income reached or exceeded EUR 3,000 net in each of the preceding six months.
On 8 July 2025 the UAE's Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), through WAM (the official Emirates News Agency), denied reports circulating in the media that people of certain nationalities could obtain a lifetime Golden Visa for AED 100,000 "by nomination". According to the authority, such offers have no legal basis.
