On 29 October 2025, during the parliamentary debate on the 2026 budget, Portugal's Minister of the Presidency, António Leitão Amaro, announced that the AIMA (Portugal's immigration agency) will clear the backlog of investor residence permits (Golden Visa) next year. The government deliberately placed investors' cases at the end of the queue.
On 22 October 2025 the Diário da República published Law 61/2025, which amends Portugal's foreigners law (Lei 23/2007) and entered into force the following day. The amendment ties family reunification to a waiting period and limits the job-seeker visa to highly qualified activity; the Portuguese Constitutional Court had found the first version partly unconstitutional.
On 14 October 2025, at the GITEX Global 2025 exhibition, the UAE Ministry of Foreign Affairs and the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) announced that Golden Visa holders can use the UAE's consular services abroad. Such services were previously available only to UAE citizens.
On 12 October 2025, 29 European countries began deploying the new Entry/Exit System (EES) at their external borders. The system electronically records the entries and exits of non-EU nationals arriving for a short stay and, once fully operational on 10 April 2026, replaces the stamping of passports.
