UK consultation: the standard wait for indefinite leave to remain would rise from 5 to 10 years
On 20 November 2025 Home Secretary Shabana Mahmood set out the "earned settlement" plan in Parliament, and the Home Office opened a consultation on it the same day. The standard qualifying period for indefinite leave to remain would rise from 5 to 10 years, shortened by income, language skills and public service.
