White Card: clarified income rule from 15 July – EUR 3,000 net a month for six months
Government Decree 88/2025. (IV. 24.) amended the implementing decree of the Act on the entry and residence of third-country nationals. The new income rule for the White Card entered into force on 15 July 2025: means of subsistence are deemed proven if the applicant's lawful income reached or exceeded EUR 3,000 net in each of the preceding six months.

Background
What happened
On 24 April 2025 the Government promulgated Government Decree 88/2025. (IV. 24.) amending Government Decree 35/2024. (II. 29.). According to Index's report, the amendment clarified the conditions for issuing the White Card: subsistence in Hungary is deemed proven if the applicant's lawful income reached or exceeded EUR 3,000 net in each month of at least the six months preceding the application. This rule entered into force on 15 July 2025.
The OIF information page still contains this condition. The White Card is for third-country nationals who work from Hungary, by means of digital technology, for an employer abroad, or who manage from here a profit-making business operating abroad. The permit is valid for at most 1 year and may be extended once, for the same purpose, by at most 1 year.
The income must therefore be shown not as a single balance but month by month, for six consecutive months, and the net amount must reach the threshold in every single month.

What it means for you
- Six months, every month: a single weaker month may mean the condition is not met. Before applying, it is worth going through the income statements of the preceding six months.
- Net amount: the threshold applies to net income, so what counts in the evidence is the amount after deductions.
- Duration: the White Card runs for 1 + 1 years. If you plan a longer stay in Hungary, it is worth thinking about the next residence title from the outset.
