Malta amends the rules of its Permanent Residence Programme (MPRP)

The Maltese Government Gazette of 22 July 2025 carried Legal Notice 146 of 2025, which amends the regulations of the Malta Permanent Residence Programme (MPRP). A one-year temporary residence permit can be requested on submission of the application, the fees and the contribution were restructured, and agents are now licensed by the Residency Malta Agency.

Background

What happened

The MPRP grants third-country investors permanent residence subject to buying or renting property, a contribution and asset requirements. The amending regulations published on 22 July 2025 changed the rules in several respects.

Under the new sub-regulation 9(6), on submission the applicant may request a temporary residence permit valid for one year for themselves and their dependants; the Agency may renew it for further one-year periods if all required documentation is submitted within six months. For a spouse there is a new condition of not being in full-time employment.

Under the new First Schedule, the non-refundable administration fee for the main applicant is EUR 60,000; the contribution is EUR 37,000 whether the qualifying property is owned or rented, payable within eight months of the Letter of Approval in Principle. The administration fee for dependants is EUR 7,500, but persons under paragraphs (a), (b) and (e) of the definition of "dependant" pay no fee. Agents are licensed by the Agency against an annual fee of EUR 5,000 and professional indemnity insurance of at least EUR 500,000. Under regulation 16, the new fees also apply to applications submitted after 1 January 2025 that are still pending.

According to the Residency Malta page, the property requirement is an annual rent of EUR 14,000 or a purchase price of EUR 375,000, and the asset requirement is at least EUR 500,000.
