Who it is not for

  • Russian and Belarusian nationals – since 2022 the programme has not accepted their applications.
  • Anyone convicted of a criminal offence (except minor traffic offences), or under investigation.
  • Anyone whose visa application was refused by a country that Saint Lucian citizens may enter visa-free, and who has not been granted a visa by that country since – since 2025 a mandatory ground for refusal.
  • Anyone seeking a home in Europe: the citizenship allows travel, but gives no right of residence in the EU.

Investment options

  • National Economic Fund: USD 240,000 alone or with up to 3 family members; each additional family member under 18 +USD 10,000, over 18 +USD 20,000.
  • Real estate: at least USD 300,000 in an approved project, plus an administration fee (USD 30,000 alone, USD 45,000 with a spouse); for completed property (flat, villa), at least USD 500,000, which cannot be sold for 5 years.
  • Government bond (National Action Bond): USD 300,000, with any number of family members, plus a non-refundable fee of USD 50,000; interest-free, held for 5 years.
  • Enterprise project: from USD 3,500,000 alone, or from USD 250,000 in a government-approved project.

Mandatory fees: processing USD 2,000 (main applicant) + USD 1,000 per family member; due diligence USD 8,000 (main applicant) + USD 5,000 per family member over 16. Passport fee extra.

  • A police clearance certificate from the country of birth and from every country where you lived for at least 1 year in the past 10 years.
  • A bank reference, proof of the source of the investment, and a sworn declaration of net worth of at least USD 350,000.
  • A mandatory interview and biometric enrolment.

Reasons for refusal

Why applications are refused – and how we prevent it

Applications are decided by the Citizenship by Investment Unit (CIU) and the Citizenship by Investment Board under the Citizenship by Investment Act No. 14 of 2015, on the basis of reports from independent due diligence firms and, since September 2023, an interview in person or online. Section 36 of the Act lists exactly who cannot be approved.

  • False or misleading information

    False information is in itself a ground for exclusion, and citizenship already granted can be revoked because of it – in which case the investment is not refunded.

    We: check every piece of information against the documents and clear up any contradictions before submission.

  • Criminal history

    Any conviction (except minor traffic offences) and an ongoing investigation are grounds for exclusion.

    We: ask openly at pre-screening – due diligence will find it anyway.

  • A previous visa refusal

    Anyone refused a visa by a country with which Saint Lucia has visa-free travel, who has not received a visa from that country since, cannot be approved.

    We: review your travel history at the start.

  • National security or reputational risk

    The Act excludes anyone who is a potential national security risk or is involved in activities that could damage Saint Lucia's reputation.

    We: check this at pre-screening.

  • An untraceable source of funds

    Due diligence also examines the source of the investment and the fees; incomplete source documentation is the most common cause of delay.

    We: build the chain of funds (business income, sales, inheritance) with documents.

  • Nationality restrictions

    The CIU has not accepted applications from Russian and Belarusian nationals since March 2022; practice may be stricter for other countries.

  • Interview and due diligence

    Missing the interview, or answers that differ from the submitted information, lead to refusal; due diligence covers every family member over 16.

What are the total costs for a family of four?

With the National Economic Fund: a USD 240,000 contribution (the main applicant and up to 3 family members), a processing fee of USD 2,000 + 3 × USD 1,000, due diligence of USD 8,000 + USD 5,000 for each family member over 16, plus passport fees. We itemise it in the written quote.

Do I have to attend an interview?

Yes: mandatory for every application since September 2023, in person or online.

How many countries can I travel to without a visa?

According to official information, more than 146 countries, including the Schengen area. The United Kingdom requires a visa from 5 March 2026 and Ireland from 15 June 2026; the EU and the Caribbean states are in talks about the programmes. The visa-free list can change – so a second passport is best seen not as access to one destination but as a reserve of freedom and security; we tell you the current position when you request a quote.

Will I lose my current citizenship?

Saint Lucia does not require you to renounce it. We check at pre-screening whether your country allows dual citizenship.
