Executive order on the US Gold Card programme: a USD 1,000,000 gift for permanent residence

On 19 September 2025 US President Donald Trump signed Executive Order 14351, which creates the Gold Card programme. A foreign national who makes a gift of USD 1,000,000 to the Department of Commerce – USD 2,000,000 if paid by a company – can obtain an immigrant visa, that is, permanent residence, through an expedited process. Applications opened on 10 December 2025.

Background

What happened

Under the order, the Secretary of Commerce establishes the programme: the Department of Commerce receives the gift and deposits it in a separate fund at the Department of the Treasury "to promote commerce and American industry". The Secretaries of State and Homeland Security treat the gift as evidence of exceptional business ability and national benefit when adjudicating the immigrant visa. The order required administrative fees for expedited processing and corporate maintenance fees to be set, and raised extending the programme to the EB-5 investor visa.

Applications opened on 10 December 2025 at trumpcard.gov. According to the official site, the process starts with an online application and payment of the non-refundable USD 15,000 processing fee, followed by the filing of Form I-140G and background vetting by the Department of Homeland Security; the gift is paid after approval, followed by a visa interview and the grant of permanent resident status. Spouses and unmarried children under 21 may apply with a further USD 15,000 fee and a USD 1,000,000 gift each.

The site also announces a Platinum Card: for a gift of USD 5,000,000 the holder could stay in the country for up to 270 days a year without being taxed on non-US income. According to an AP report of 24 April 2026, the Commerce Secretary told a congressional hearing that only one application had been approved by then, with hundreds in the queue.
