The new Immigration Law entered into force on 15 September 2026. The Latvian Parliament (Saeima) adopted it on 20 August.
The law no longer provides for temporary residence permits for property buyers or for investors in subordinated liabilities of credit institutions.
The law also introduces a new form of investment: EUR 150,000 invested with the manager of an alternative investment fund established by the state.
According to Latvia's migration authority, this new form cannot be used yet.
Background
According to Latvia's Office of Citizenship and Migration Affairs (PMLP), the new Immigration Law entered into force on 15 September 2026. The law no longer allows property buyers or investors in subordinated liabilities of credit institutions to obtain a temporary residence permit on that basis. The law also contains a new form of investment – EUR 150,000 with the manager of an alternative investment fund established by the state – which, according to the authority, cannot be used yet.
The law's adoption was not smooth. On 19 June 2026 President Edgars Rinkēvičs returned it to Parliament for reconsideration. Among his reasons, he pointed out that 158 amendments had been submitted at the third reading, and that the new investment route in the text at the time did not expressly exclude Russian and Belarusian citizens, while the checking of the origin of the invested funds was unclear. Parliament adopted the law again on 20 August.
